Issues of customs clearance of goods and services purchased at the account of Global Fund's grants regulated in Ukraine
On April 17, 2013 the Cabinet of Ministers of Ukraine approved a resolution “Certain issues of importing to the customs territory of Ukraine of goods and supply on the customs territory of Ukraine of goods and rendering services, which are paid at the account of grants (subgrants) of the Global Fund to Fight AIDS, Tuberculosis and Malaria in Ukraine”.
Accordingly, realization of the Law of Ukraine “On implementation of programs of the Global Fund to Fight AIDS, Tuberculosis and Malaria in Ukraine” is ensured and exemption from taxation of goods and services purchased with finances of the Global Fund to Fight AIDS, Tuberculosis and Malaria in Ukraine” is introduced in the framework of realization of programs to counteract to HIV-infection/AIDS and tuberculosis. The expected volume of financing of these programs up to 2016 makes up USD 300 mln.
The document asserts two following orders: an order of transporting to the territory of Ukraine in the customs regime of goods (excluding excisable goods) which are paid at the account of grants (subgrants) provided in compliance with the programs of the Global Fund to Fight AIDS, Tuberculosis and Malaria in Ukraine; an order of supply on the customs territory of Ukraine of goods (excluding excisable goods) and rendering services that are paid at the account of grants (subgrants) provided in compliance with the programs of the Global Fund to Fight AIDS, Tuberculosis and Malaria in Ukraine.
